JOHN W. MISHLER, PH.D.

Biography

John W. Mishler, Ph.D., is a retired Information Technology executive. In addition to his Board of Director responsibilities with Sierra Music Society, he also volunteers and serves on the Board of Directors of Washoe County, Nevada, Emergency Communications.

Before retirement, Dr. Mishler was a Senior Executive Partner with Gartner, Inc., Executive Programs. He was responsible for supporting Chief Information Officers in meeting their business and professional objectives by providing focused and tailored support for their key strategic initiatives. Dr. Mishler has 40+ years of acquisition and system development experience in government, academia and the private sector.

Prior to joining Gartner, Dr. Mishler was a Department of the Navy civilian acquisition professional and served as technical director for Naval Aviation Logistics Information Systems, a key enabler of product life cycle support for all Navy and Marine Corps aircraft worldwide.

In 2003, he entered the private sector and founded a consulting practice to provide expertise in strategic planning, project management, requirements development, software and systems engineering, data warehousing, and aeronautical logistics information systems to numerous private sector and Federal government clients.

As a Visiting Scientist at Carnegie Mellon University’s Software Engineering Institute, Dr. Mishler led independent technical assessments of Department of Defense acquisition programs, taught classes on model-based improvement and software acquisition, and supported the development of the Capability Maturity Model Integration (CMMI) for Acquisition. He also co-authored a book on the subject in 2007.

As an adjunct faculty instructor at Carnegie Mellon’s Heinz School of Public Policy and Management, Dr. Mishler taught classes to Master’s Degree candidates. He has also taught at the Federal CIO Institute in Washington, D.C., as well as Embry-Riddle Aeronautical University, the University of Maryland, and the Florida Institute of Technology.

Dr. Mishler graduated from The George Washington University in Washington, D.C., with a Ph.D. in public policy (national security studies) and is a distinguished graduate of the Naval War College. He and his wife Jullie live in Reno, NV, and enjoy outdoor activities and traveling in their RV.
